Our Dorado office is near the río La Plata and heavy rain is forecast. How should we plan for a frozen carton?

Flooding along the río La Plata has cut Dorado off before, so time an order to arrive after the rain if you can and keep the signer reachable. If a carton reaches Dorado with its dry ice gone, we replace it; other delays may be refunded depending on whether the exosome material stayed temperature-controlled.

They can. The Código Municipal gives decree holders a longer automatic extension than other taxpayers, and OGP set a later 2026 request deadline for them (23 June). Check the current OGP circular each year and confirm your own case with the Municipio de Dorado.

A Dorado patient has a prescription for a compounded preparation. Does it travel in our exosome carton?

No. Our pharmacy partner compounds each preparation against its individual prescription and ships it from Texas, apart from any exosome carton shipped frozen from Florida. When an order reaches a Dorado practice

A frozen carton leaves Florida and reaches Dorado through the carrier network, within the transit window in the panel above; how the carrier moves it to the island is set by the carrier. Water is what closes that last stretch. Dorado's own recovery plan records that after the 2017 hurricanes, flooding along the río La Plata left the municipality isolated while electricity, water and telecommunications failed.

Smaller storms close roads too. In an undated DTOP update after a weekend of rain, PR-2 at kilometer 25.1 in Dorado stayed closed after routes in Vega Alta and Toa Baja reopened. In June 2026 the Commonwealth government assigned $645,320 to the municipality to repave PR-693, PR-694 and PR-828, with traffic control during the work.

A carton the driver cannot hand over waits in the carrier network until the road is open. An order placed before the rain leaves Florida as usual, so time it for after the storm. Compounded preparations for Dorado follow their own route from Texas, to the clinic or to the patient depending on the formulation, so ask us how a given prescription ships.

August is the hottest month at the Dorado station, averaging ten days at 90°F or more, so a carton left at an unattended door loses dry ice fast. If the office sits inside a gated community or resort, send us the gate instructions and a name the guard will accept. That keeps a driver from being turned away.

A Dorado office cut off by flooding may go days without staff, so a freezer alarm that texts an off-site manager matters more than a generator alone. At the door the signer records the time and lot and looks for remaining dry ice. The carton is unpacked where carbon dioxide from the ice can disperse. A Dorado freezer keeps exosome material at -20°C over the long term and at 4°C once thawed, following the manufacturer's handling instructions.

Rules that apply to a Dorado order

A practice in Dorado files its Declaración de Volumen de Negocio and pays the Patente Municipal to the Municipio de Dorado under the Código Municipal. Article 7.207 grants an automatic extension of at least six months on request, and OGP set the 2026 request deadlines (22 April for most taxpayers, 23 June for Ley 60-2019 decree holders) in Carta Circular 002-2026; check the current circular each year.
Ley 60-2019 decree holders get a longer extension and a later request window, which OGP also sets each year. An extension does not postpone payment, and the Director de Finanzas may revoke it within sixty days when prior patente, municipal IVU or property tax is owed.
A new Dorado suite should not be listed as a delivery address until its Permiso Único, filed through the OGPe Single Business Portal, has been issued.

Toa Baja and Vega Alta next to Dorado

Neighboring Toa Baja and Vega Alta are separate municipalities, each collecting its own patente, so a Dorado filing does not cover an office in either. Their roads flood in the same storms. The DTOP update that kept PR-2 closed in Dorado listed PR-865 in Toa Baja and four Vega Alta routes among those reopened.
