When an order reaches a Richmond practice

The Department of Finance will not issue a licence without either a Certificate of Occupancy or a Certificate of Zoning Compliance. An office use moving into a tenant space whose Certificate of Occupancy already covers that kind of business needs only a Certificate of Zoning Compliance from the Zoning Administration Office in Planning and Development Review. If the space lacks that certificate, a change of use building permit may be needed, and under the Virginia Construction Code the Certificate of Occupancy issues after its final inspections, with no separate fee.
A Richmond suite becomes an account delivery address when its licence and occupancy approval are in hand. Richmond Ready Alerts reports city street closures, and VDOT announces interstate lane closures.

Henrico County, beside Richmond, with its own licence

Henrico County shares a long boundary with Richmond and keeps its own rules. A business must buy a Henrico business license before it starts work there and renew it before 1 March; below $1,000,000 in gross receipts there is normally no licence tax, though the business must still file. A space that changes occupancy classification needs a change of use application and a site inspection by the Department of Building Construction and Inspections at 4301 East Parham Road before a new certificate of occupancy issues. A City of Richmond licence or certificate does not cover a Henrico address.
