Until then, list a licensed address the practice already operates from, and add the Malibu suite to the account once the certificate is issued, so lots are recorded against a site that may lawfully receive them.

When an order reaches a Malibu practice

A Malibu shipment crosses the country on the national carrier lane, then reaches the city on Pacific Coast Highway or on a canyon road down from US 101. PCH is a state highway under Caltrans jurisdiction, so the City of Malibu does not decide when a lane reopens. Caltrans still lists PCH from Sunset Boulevard to Carbon Beach Terrace, the stretch damaged in the January 2025 Palisades Fire, as an active work zone subject to single-lane closures and a 25 mph speed limit, which slows deliveries to the eastern end of the city.

Winter storms close the canyon links. Los Angeles County Public Works closed Malibu Canyon Road for rockfall risk on 26 January 2025, and closed it again from 23 December 2025 between Francisco Ranch Road and Piuma Road. Caltrans has also shut Topanga Canyon Boulevard (State Route 27) after storms. When a canyon road shuts with a package already en route, the carrier keeps it until the road reopens.

Edison notifies customers on an affected circuit at least two days before a possible shutoff, according to the city, and sends an update a day ahead. Because we do not pause an order after it goes in, a Malibu practice that gets that notice should wait for power to return before ordering.

Cold-chain receiving at a Malibu address

Power, more than heat, sets the receiving risk in Malibu. The city reports that in 2024 its Edison outages came three times as often as in other SCE cities and that Malibu waited more than three days for power where other cities averaged three hours. A freezer without backup power warms for as long as its circuit stays off, so a practice holding stock runs the freezer on a generator or battery, or keeps only what it will use before the next shutoff.

For an address behind a gate or on a private road off PCH, the account holds the gate or access instruction together with who will sign and when they are on site. That person opens the shipper to confirm some dry ice is left, writes the delivery time and the lot number in the log, and freezes the vials at once. The manufacturer's handling instructions specify -20°C for long-term storage and 4°C for material that has thawed.

Rules that apply to a Malibu order

The City of Malibu issues no business licenses of its own and follows the Los Angeles County Code instead. The County licenses 110 named activities, from health spas to massage establishments, and a medical practice is not one of them, so a Malibu practice needs a County business license only if it also runs a listed activity.
Section 108.1.1 of the building code Malibu adopted requires every existing commercial occupancy to apply for an occupancy inspection before a new owner or occupant moves into the building or tenant space. Once the inspection passes, the Building Official issues a new certificate of occupancy, and only then should a newly leased Malibu suite go on the account as a delivery address.
A practice run from a home in Malibu must also follow the city's Home Occupation Rules.
Closures during a Malibu evacuation are run by law enforcement, through the Malibu/Lost Hills Sheriff's Station under the city's contract with the Los Angeles County Sheriff's Department. A hard closure admits only emergency services personnel, so no carrier delivers inside it.

Pacific Palisades, Topanga and Calabasas share the national lane with Malibu, under different local rules. Pacific Palisades is part of the City of Los Angeles, where the Office of Finance requires every business operating inside the city to register for a Business Tax Registration Certificate, and it sits inside the same PCH work zone. Topanga is unincorporated Los Angeles County, reached on Topanga Canyon Boulevard, so County departments rather than a city hall govern an address there. Calabasas, at the US 101 end of the Malibu Canyon route, runs its own Genasys zones and has its own page.
